This reporter e-mailed Representative Ragan, asking him to provide documentation for the veracity of his anti-gay hate speech allegations.
Instead of providing any, Ragan smugly went on the offensive, claiming that apropos of gay human beings and their health, he had “merely asked impersonal questions based upon the tenants of critical thought.” He fatuously added, “If you are, or anyone else is, uncomfortable with the answers at which you, or they arrive, that is not my problem.”
Meanwhile back in documented reality, Representative Ragan had not “merely asked impersonal questions.” He had made fraudulent assertions about some very fundamental issues related to sexual orientation. For example, he had written, “Logically, homosexuality is defined by behavior, i.e., unless one engages in sexual activity with a member of the same sex, he, or she, is not a homosexual. Feelings do not control the behavior of a mentally healthy adult human being.”
The term sexual orientation is a description of feelings.

Not to put too fine a point on it, Representative Ragan appears to be not only a bigot but also a ludicrous jackass. The Tennessee Department of Health said in a phone interview that its STD prevention and control efforts are focused broadly on preventing and controlling infections and are not aimed exclusively at any one demographic. The Tennessee Department of Health, furthermore, provided a link to the STD prevention section of its website. That section contains a link to a Centers for Disease Control page about “Stimga and Discrimination” and how they contribute to poor health outcomes for gay human beings.
The evidence is plain and direct; In speaking to the public about the health of gay human beings, Tennessee State Representative John Ragan is promulgating lies — anti-gay hate speech — that flies in the face of public health information used by — and given out to journalists by — the Tennessee State Department of Health.

This is basis of fundamentalist psychosis.
They're taught to suppress their emotions and desires as sinful. Which causes them to be expressed in destructive ways. As projections onto 'others'. They associate their feelings of shame onto others. This gives rise to desire to punish others as they were punished for their feelings.
People learn to cast their own shadows onto others.
Fundamentalism: religion as psychosis.

unless one engages in sexual activity with a member of the same sex, he, or she, is not a homosexual.
My friends would disagree, but could the converse be true? If I don't have sex with a member of the opposite sex, could I be gay?????
Feelings do not control the behavior of a mentally healthy adult human being.”
Well that's just a ridiculous thing to say. Feeling that parents have for their children control their behavior every minute of the day.
- 7 votes
Technically is he not correct though? Doesn't one have to "engage" in sexual activity, to be either Hetero or Homo sexual. If you don't have sex period you would be non-sexual, or if only with your self asexual.
I have feeling for many people, including those of the same sex. If I love a friend, as I would a brother, or a father, its means I love them. It doesn't make me a homosexual, unless I engage in "sexual activity"
Actually seems pretty logical to me. Or am I completely missing the point?
Clearly you do not understand human sexuality, a MiddleAmerican.
We have all kinds of feelings, but psycho-sexual feelings are those that are consistent with our sexuality.
Celibates, Catholic nuns and priests who maintain that vow/promise, know whether they are gay or straight. Their actions (or lack thereof) have nothing to do with their orientation. There is a great deal of latent homosexuality in those who feel they cannot express their orientation.
Fraternal love is different than the kind of love that involves a desire for physical intimacy.
- 7 votes
Point taken, I was just taking a literal view. I understand the terms and action of latent tendacies, but in a literal sense, would one have to engage in the activity, rather than just think about it to be called one or the other.
I can think about robbing a bank, fantasize about it etc etc, but until I actual rob the bank, I am not a "bank robber" or a criminal, although I may have a great deal of latent thoughts about it.
Truth be told, I am not concern either way. I always wonder why people get so up in arms about what some random jacka$$ State Rep from Tenn. thinks. This dumba$$ surely has little recourse on the National stage and probably very little in his own state. In turning this into such a loud debate, it gives him what he wants, A larger stage for his dememted beliefs.
but in a literal sense, would one have to engage in the activity, rather than just think about it to be called one or the other.
One's sexual orientation is somewhat different from being a criminal. Criminals can be rehabilitated; homosexuals do not become heterosexuals (or vice versa) based on the activity in which they engaged.
- 5 votes
I am not trying to relate sexual orientation to criminals, please don't try to read that into the conversation. However, not all criminals can be rehabilitated, and there are studies linking genetics to criminal behavior. Just like you can be born one way or the other sexually, You can also be born a person with criminal tendancies.
Are behaviors inbred, written indelibly in our genes as immutable biological imperatives, or is the environment more important in shaping our thoughts and actions? Such questions cycle through society repeatedly, forming the public nexus of the "nature vs. nurture controversy," a strange locution to biologists, who recognize that behaviors exist only in the context of environmental influence. Nonetheless, the debate flares anew every few years, reigniting in response to genetic analyses of traits such as intelligence, criminality, or homosexuality, characteristics freighted with social, political, and legal meaning.
So, by that token, you are no more going to rehabiltate someones criminality than you would someones sexual orientation. Therefore, if I am genetically disposed to be a criminal, yet never act on those tendancies, I am not a criminal. If I am genetically disposed to be hetertosexual, yet never act on those tendancies, I cannot be called a heterosexual until I actually engage in that behavior.

logically ,one, be they gay or straight, for various reasons can abstain from sex but that still doesn't take away from who they are in terms of sexual orientation.
a friend of mine , since passed , was from 17 a Quadriplegic. He could not engage in sexual activity. Did that mean he was not straight ? of course not.
sexual orientation is more than about the act of sex , it's about identity . any logical person using common sense would know that.

Here are a couple of choice quotes from Representative John Ragan:
“A person is a heterosexual because of the presence of genitalia of one sex or the other. No one except a very few with an exceedingly rare congenital deformity have both kinds of genitalia.”
“Most people realize that AIDS came from the homosexual community,” he told Michelangelo Signorile, who hosts a radio program on SiriusXM OutQ. “It was one guy screwing a monkey, if I recall correctly, and then having sex with men. It was an airline pilot, if I recall.”
“My understanding is that it is virtually — not completely, but virtually — impossible to contract AIDS through heterosexual sex.”
(All John Ragan quotes taken from: www.addictinginfo.org/2012/01/26/tennessee-rep-says-its-virtually-impossible-to-contract-aids-through-heterosexual-sex/)

I am not sure how well this article is written. The case for his bigotry was not made. This quote is pretty meaningless...
...he had “merely asked impersonal questions based upon the tenants of critical thought.” He fatuously added, “If you are, or anyone else is, uncomfortable with the answers at which you, or they arrive, that is not my problem.”
and I think I need to see this one in context
For example, he had written, “Logically, homosexuality is defined by behavior, i.e., unless one engages in sexual activity with a member of the same sex, he, or she, is not a homosexual. Feelings do not control the behavior of a mentally healthy adult human being.”
Some of the rest of the article talks about his idiotic stands on other issues. If you cut out the rhetoric; just not a lot of meat here. I think the author probably could have skewered him for the douche he is, but missed the opportunity.
These folks keep floating to the top. It is like some type of ignorant sub culture that has raised its ugly head. They look relatively normal, speak rather well, but if you listen to them all you hear is a mumble jumble of incoherent ranting and ignorance. If you find yourself face to face with these being flee. We do not know for sure if their behavior patterns are contagious.

The sad truth is that politics have been like this for thousands of years. There are records of ancient Roman politicians using the same sort of dehumanizing tactics.
This sort of behavior can be found can be seen, to one degree or another, in an group of people larger than two. It is human nature to find faults in each other, and create insular cliques. The Us versus Them mentality is a deeply rooted part of our social psychology. Clannish behavior made sense when humans competed for the same hunting/foraging grounds, but it isn't very compatible with our modern, civilized societies.

It has been a longstanding tactic of Social Conservatives to change terminology and use misleading terminology to make their case.
Why?
Because popular, peer reviewed science and medicine often comes up with new definitions based on increased evidence, that challenge the Social Conservative stance.
By defining homosexuality and heterosexuality as "sexual orientations" that exist along a continuum of orientation and gender identity.
By confirming that sexuality and gender is actually complex and diverse instead of simple and singular.
By proving that in nature, there exist a wide range of sexual behaviors and gender traits.
By revealing that the complex mix of environmental and biological factors that inform our psycho-sexual and emotional traits are basically out of our control and we have little to no choice in the matter (other act according to our orientation or not, be honest about it or not, hide it or not) and in fact it is far healthier for the person and for society if homosexuals simply accept themselves and are welcomed to participate fully in family, community and civil life because their orientation poses no danger to ANYONE, not children, not other adults and not other families....
Well, now the Social Conservatives cannot sell condemnation of gay people without seeming like the worst sort of bigoted ignoramous.
So you change the definitions to promote a false picture of the thing. They do the same misrepresentation for evolution (Oh it is just a theory and by theory we mean something that is just conjecture) and for abortion (you are committing murder against fully-formed human beings).
Not bearing false witness is apparently not an issue for Social Conservatives. They would rather win than be truthful.

So..we have no control over our actions?
Of course we can control actions. My arguement had nothing to do with whether or not we can or cannot.
It had to do with people using false terminology and false explanations in order to support an unfounded or weak arguement. The arguement against homosexuality is weak unless the person can make it seem AGAINST ALL EVIDENCE AND ESTABLISHED MEDICAL AND SCIENTIFIC FINDINGS that:
1. All gay people choose to be gay
2. Sexual orientation does not exist
3. Homosexuality is just a behavior, a practice, a lifestyle like clubbing or knittng or perhaps an addiction like smoking or gambling. So there are not gay people just straight people who are going "astray" or have an addiction.
4. Homosexuality is harmful, a disorder but treatable and reversable
4. Given the above, homosexuals are not deserving of ANY protections, rights or legal recognition.
- 2 votes
It is your belief that gay people do not choose to be gay?
- 1 vote
Sexual orientation is not a choice. It is determined by a complex mix of emotional, environmental and biological factors.
It manifests during puberty and only strengthens from there on.
Some people start getting crushes on the opposite sex.
Some people start getting crushes on the same sex.
Some people start getting crushes on BOTH.
The only "choice" you have is whether or not you will act on it and be honest about it or repress it and stay in the closet.
- 2 votes
Independent Voter, nope. Neither is there a "black" gene. You do know that is not how genes work right? You know that genes often need to work in tandem with other genes to create certain traits. They can mutate, become dormant or active dependent on hormonal and other biochemical signals.
Human sexuality is an ongoing study and what the most respected biologists and geneticists are finding seems to suggest there may be a mix of hormonal and genetic components. The Nuffield Council on Bioethics produced a report on genes and behaviour. Google it why don't you?
Geneticists like Richard Dawkins hold to the findings of US Reserachers in the 90s who said any genetic trait related to orienation is most likely passed on by the mother. Recent studies are also suggesting that homosexuality may have a link to fertility in women (more fertile women produce more gay children). Women who had gay sons and all the female relatives on her side of the family produced more estrogen/progesterone than women who did not have gay sons.
There is an article on it here: http://news.bbc.co.uk/2/hi/health/3735668.stm
I believe however the most important evidence is in observing sexuality and gender and seeing and hearing the testimony of the people themselves. "From the horses mouth" so to speak. And the respected medical and scientific community have after decades of psycho-analysis and physiolgoical response tests have confirmed that sexual orientation is not a choice....behavior is.
Their findings are on the following sites: The American Psychological Association, The American Pediatric Association, The American Psychiatric Association or you can always just go to Scientific American, American Journal of Medicine, American Medical Association or even National Geographic.
No singular environmental, cultural, domestic circumnstace can be identified that causes someone to feel attracted to the same sex instead of the opposite sex. There are gay people from all walks of life, all cultures, all environments (accepting and very violently opposed). If it were a matter of choice why would someone choose to be gay in Iran, Jamaica, Uganda or Alabama when self-preservation/self-interest and acceptance by the tribe/clan is a fundamental survival trait of all humans?
"Feelings do not control the behavior of a mentally healthy adult human being.” I keep telling my wife that, but damned if she doesn't keep right on doing it... ;-)

Joking aside, I expect people people who hold public office to be held accountable for their words and actions. As a lawmaker, this man influences the lives of millions. In my opinion, suggesting that it is almost impossible for heterosexual sex to spread AIDS (HIV) is akin to shouting 'Fire' in a crowded theater (i.e. unprotected, criminal speech).
Authority figures that abuse their celebrity status, like Ragan (and the Roman Catholic Pope), need to be criminally prosecuted to the fullest extent of the law, and then destroyed in civil court.

The only thing that qualifies him in his own mind to speak authoritatively on the subject of homosexuality is the belief that exists in his own mind that he knows with certainty just exactly what he is talking about, and that certainty is the certainty that ignoramuses always feel about any of their own opinions no matter how ill informed or uninformed they are.
The philosopher Bertrand Russell once said words to the effect that stupid people are always certain while wise people are always full of doubts. Bigots prove the truth of that observation every time they speak their bigoted views.

This is from the CDC
•HIV disproportionately affects certain populations. Men who have sex with men (MSM), blacks/African Americans, and Hispanic/Latinos are the groups most affected by HIV infection.
oMSM represent approximately 2% of the US population. However, MSM have an HIV diagnosis rate more than 44 times that of other men, and more than 40 times that of women [8,b].
oMSM account for more than half of all new HIV infections in the United States and nearly 30,000 MSM are newly infected with HIV each year [2]. oMSM is the only risk group with increasing annual numbers of new HIV infections [2].
oFrom 2005-2008, estimated diagnoses of HIV increased approximately 17% among MSM [6]. This increase may be due to a combination of factors: increased incidence, increased testing, and diagnosis earlier in the course of infection [9,c]. These increases may also be affected by the degree of uncertainty inherent in statistical estimates.
oBlacks/African Americans are the racial/ethnic group most affected by HIV. Blacks/African Americans represent approximately 12% of the US population, but account for almost half of all new HIV infections [2].
oAt some point in their life, 1 in 16 black/African American men will receive a diagnosis of HIV, as will one in 30 black women [10].
oThe rate of new HIV infection for black/African American men is six times as high as that of white men, nearly three times that of Hispanic/Latino men, and more than twice that of black/African American women [11].
oThe rate of new HIV infection for black/African American women is nearly 15 times as high as that of white women, and nearly four times that of Hispanic women [11].
oFrom 2005-2008, estimated HIV diagnoses increased approximately 12% in blacks/African Americans [6]. This may be due to increased testing or diagnosis earlier in the course of HIV infection; it may also be due to uncertainty inherent in statistical estimates.
oFrom 2005-2008, the rate of HIV diagnoses among blacks/African Americans increased from 68/100,000 persons to 74/100,000 [6].
oHispanics/Latinos represent 13% of the population, but account for an estimated 17% of new infections [2].
oThe rate of new HIV infection among Hispanic/Latino men is more than double that of white men [11].
oThe rate of new HIV infection among Hispanic/Latina women is nearly four times that of white women [11].
oFrom 2005-2008, estimated HIV diagnoses increased approximately 5% among Hispanics/Latinos [6]. However, this increase is within the boundaries of normal fluctuations and may be due to uncertainties inherent in statistical estimates.
oThe rate of HIV diagnoses among Hispanic/Latinos decreased, most likely reflecting the growing population of Hispanics/Latinos in the United States [6].
•Despite many prevention and treatment successes, people are still dying from AIDS. HIV remains a significant cause of death for some populations. For example, in 2006, HIV was the third leading cause of death for black males and black females aged 35-44 and the fourth leading cause of death for Hispanic/Latino males and females in the same age range [12].
Further, MSM are strongly affected by HIV and represent the majority of persons with an HIV diagnosis who have died in the United States.
Where is the information that is the basis for your opinion that Straights, the ones who primarily spread HIV?
